News Release NZ accepted as signatory to international securities MOUThe Securities Commission is to sign a global information-sharing MOU of securities regulators. Regulators who are signatories to the MOU will be able to exchange essential information, such as bank, brokerage and client identification records, when investigating breaches of securities law. The MOU was developed by the International Organisation of Securities Commissions (IOSCO) after the need for greater cooperation was highlighted by the events of 11 September 2001. "We had to undergo a very rigorous screening process over almost a year before we were accepted," Commission Chairman Jane Diplock said. "IOSCO needs to verify each applicant country's ability to cooperate under the terms of the MOU." Being accepted as a signatory is a clear signal to markets around the world that New Zealand's securities regulation meets the high standards set by the MOU and that the Commission has the legal authority to share information with overseas counterparts. The MOU provides an international system for cooperation by regulators to combat breaches of securities and derivatives laws, including fraud and market abuse. IOSCO is recognised as the international standard-setter for the securities sector. It currently has 181 members from more than 100 jurisdictions. New Zealand joins Australia, the United States, the United Kingdom and 20 other countries who have been accepted as signatories to date. A full list of signatories is attached. New Zealand was accepted as a signatory at IOSCO's annual meeting in Seoul, Korea, earlier this month.
